I emailed Telemetry PTL (Julien Danjou) and Heat PTL (Rabi Mishra) about my idea, and got an initial positive feedback. Still need to figure out the details, and see if they want to invest the time in this use case.

08:25:02 <ifat_afek> Vitrage will raise a “noisy neighbors” alarm in Aodh, and Heat will perform auto-scaling based on this alarm. “noisy neighbors” is a case where few vms are over-loaded, and this causes decreased performance of other vms on the same host, even if their own CPU is low.
