persiaIn another community, one of the management groups decided to vote in a way that required a quorum of +1s, with most folk voting +0 rather than -1 when they disagreed.  One of the side effects of this was complaints by people new or outside the community about unresponsiveness by governance.  Swtiching the +0 to -1 as a default behaviour was considered preferable by those judged, who felt they had feedback on which they could act.  If folk15:26
