I reviewed this change https://review.openstack.org/#/c/587400/ and saw that there is no ModelMigrationtest in Octavia https://docs.openstack.org/neutron/pike/contributor/testing/template_model_sync_test.html which allows to run migrations against different backends, so it will help to avoid errors in migrations. Perhaps my understanding of TLS/self-signed certs isn't complete, but as I understand, there is the CA's private key, and the CA's cert.
