dstufftianw: sort of, the /simple/ API wasn't fully defined prior to PEP 503 and was super implenation specific. PEP 503 defines it but as part of that we had to make some decisions around which implementation's behavior we defined as standard. Bandersnatch attmpted to implement PEP 503 (via me doing it) and mistakenly missed an edge case in the normalization (that pio also happened to miss in some scenarios--- but which didn't matter05:50
dstufft because PyPI redirected) and the last N released of setuptools implemented things as PEP 503 said to do, so pip pulled that in with 8.1.2 as part of updating our bundled deps05:50
