Previously twine would fail if a project was named foo-bar when trying to upload a wheel, because the wheel would change the name to foo_bar and then PyPI wouldn't treat it as the same thing and reject it with a message you saw16:04
dstufftso the fix was to normalize the names using pkg_resources, which changes it from foo_bar back to foo-bar16:04
